One county, very different staffing realities
Baltimore County stretches from farmland north of Upperco to dense neighbourhoods that touch the city line, and staffing behaves differently at each end. In the north, the limiting factor is distance: a site twenty minutes past the nearest bus route needs workers with reliable transportation. Along the beltway in Towson, Catonsville, Pikesville and Randallstown, the limiting factor is competition — several organizations are recruiting from the same pool on the same weekend.
PHC treats those as separate problems. A request from a rural site is reviewed against who can drive there; a request near the beltway is reviewed against who is actually free rather than who looks good on paper.
